These are velour pants from Jnco, 2003.
Around 2000, they closed their main factory and were licensing production. This model is likely from the year before they went bankrupt.
Around this time, production was outsourced to countries like Mexico and Korea, so you'll find a mix of "Made in" labels.
Cargo pants and parachute pants, along with relatively slimmer designs, were becoming more common, so there are many rare items.
The velour fabric is particularly rare, and these still have the original tags.
